Agriculture is a national's basis for its economic and social development, and farmers is the subject of this basis, the rural areas is the subject's living environment, so agriculture, farmers and rural issues is a foundation for a national development. The prerequisite of the stability of the countryside, the richness of farmers and the modernization of agriculture is to make farmers'income growing continually, stably and rapidly. The human capital of farmers is one of the important factors affecting their income growth, but it is not be regarded in China, so studying the farmers'income growth based on the perspective of human capital has a practical significance.Based on the theory of human capital, this paper reveal that the human capital affect on the growth of farmers'income through changing the mode of agricultural production, rural resource allocation efficiency and farmers'body constitution. Then, based on the first-hand and second-hand information ,the paper researches the connections between the income of farmers in Yangzhou city and the knowledge, skills, health and other forms of human capital they have respectively. Furthermore, on this basis, setting regression model, analyze and explain the human capital which affects the farmers'income increasing.This paper comes to the conclusion that human capital is the important factor to affect the farmers of Yangzhou city income growth. Therefore, through enhancing the quality of the peasants to promote the growth of peasant incomes in Yangzhou city is possible. Furthermore, the study found that there are still some problems about farmers'human capital in Yangzhou city on the current. For example, farmers overall educational level is not high, the speed of rising is slow, education out of touch with the reality of agricultural production; Training play a prominent role in farmers'income growth, but not universal attention and promotion; The effect of heath human capital does not exerted. On this basis, the paper put forward some policy proposals. First, develop the rural education, reform of teaching methods and content, etc. Second, we should vigorously promote agricultural vocational and technical training. Third, strengthen the investment in health of farmers. Lastly, farmers should establish the new concepts of Human capital.
