Construction On EVA-based Comprehensive Performance Evaluation Index System Of Datang Power Generation

By the international financial crisis, Chinese economy into the new century has experienced a very difficult development about two years. The crisis has also urged the Chinese economy in transition. It is the major issues in front of the state and enterprises that adjusting structure, promoting development and changing the model of the economic growth. In this context, in order to effectively enhance the capacity of creating value and control the investment impulse of Central SOEs, SASAC pay more attention to the oriented role of business performance evaluation. Beginning in 2010, SASAC use EVA index to assess Central SOEs comprehensively. This marks a new stage that SASAC execute the performance assessment to Central SOEs. By EVA for management, it can determine the value created for shareholders, and foster the business concept of long-term value.Datang Power Generation is a typical domestic power generation industry. In the face of two extrusion for coal and electricity prices and the rapid development of new energy industry, it need to quickly make the industrial upgrading. Meanwhile, it needs to establish a comprehensive performance evaluation index system to adapt it.This paper has proposed an EVA-based comprehensive performance evaluation index system according to the characteristics of Datang Power Generation and the theory of EVA and Balanced Score Card, based on the description of the status of existing performance evaluation index system and the analysis of problems and their impact on the system.Based on the core indicators of EVA, the indexes of the proposed system are stemed from the strategy of Datang power Generation in accordance with the four dimensions of financial, customer service, internal processes, learning and growth. Furthermore, the indexes are endowed with weights. In the end, this paper has also given the plan and the difficulties of the implementation of the index system.This EVA-based comprehensive performance evaluation index system can link the future development strategy of Datang Power Generation to its shareholder value. The system can evaluate the performance of Datang Power Generation. More importantly, it can guide the future direction of Datang Power Generation, and ensure the direction conforms to national industrial development requirement and sharehold-er requirements.
