In order to understand the issues and phenomena connected with land existing in real life of China today, this dissertation retrospects the changes of China's rural land system since 1949. The writer thinks that these changes are not based on some basic principles and are, to some extent, only expediencies. And the state plays a very important role in the rural land system changes; sometimes the state is so strong that it does not consider the peasants enough.Considering the dominant role played by the state in the process of rural land system changes, in the following chapter, the writer analyzing the behavior of the central government by using Douglass C-North's state theory and institutional change theory.At the end of this dissertation, the writer discusses several views about the following change of rural land system put forward by the academic circles, and assesses that they are all of pragmatism. Then this dissertation gives some policy suggestions, advising that the following change of rural land system must follow the "man-orient" principle, which means that we should seriously concern human rights, as well as the function principle, that is "right first and function second". At the same time, the state should take into account the peasants and let them have their own voice. Concerning on the specific system design, the writer advocates a plural land system based on local realities.
