Research On The Change Of Rural Land System In New China In 70 Years

Since the founding of New China 70 years ago,on the basis of continuous practice and exploration,a social land system with socialism with Chinese characteristics has gradually formed.In the 30 years before the reform and opening up,the rural land system experienced the period of land reform,the period of primary agricultural cooperation,and the period of high society and people's commune,which finally realized the transition of rural land from peasant ownership to collective ownership.After the reform and opening up,the household contract responsibility system was implemented,and the realization form of rural collective ownership was innovated and developed.The “separation of the two powers” between ownership and contractual management rights was realized,which greatly mobilized the enthusiasm of farmers and promoted agricultural production.Since the 18 th National Congress of the Communist Party of China,the Party Central Committee with Xi Jinping as its core has attached great importance to the issue of“agriculture,rural areas and farmers”.In the face of new situations,it has proposed the reform of the “three powers separation” system for rural contracted land,which is followed by the household contract responsibility system.Another major innovation in the post-rural land system is to lay the institutional foundation for promoting the development of modern agriculture.At present,the “three powers separation” of the rural land system is in the pilot experimental stage,and further consolidation and improvement are urgently needed.Based on the Marxist theory of rural land property rights,this paper closely compares with General Secretary Xi Jinping's important exposition on the reform of the rural land system,and analyzes the trajectory of the rural land system in the past 70 years.The internal reasons for the change of rural land system in the first period discussed the innovation and development of rural land system to Marxist rural land property rights theory in the past 70 years,summed up some valuable experiences of rural land system changes in the past 70 years,and finally combined with Marxist rural land property rights theory.It expounds its enlightenment to the current reform of the "three powers separation" of rural land system.
