Food Security In The Government's Responsibility

Food security relations with the people's lives and health, is concerning construction of Socialist harmonious society. It is indispensable popular demands for rigid food. Food security involves many links, any problem with links will cause irreparable security risk. China is in period of social transformation, any public events with social impact will affect the normal development of social. Government, as a major commitment of public administration, has full responsibility to make food security obligation. In recent years, food security incidents continue to be exposed, which constantly challenges the people to bear the bottom line, but also to the government's image and credibility of the negative impact. The author believe that, in the management of food security problems, the government should bear the primary responsibility. From a macro perspective, the government should bear responsibilities, including political responsibility, liability, administrative responsibility and moral responsibility. Specific down to food security issues, government responsibilities include the following five points: 1.ecnomic development is basis for food security material guarantee? 2. Improving the food security regulatory system and supervision mode; 3. Strengthening constructed the legal and institutional; 4. Relevant government departments to strengthen their sense of moral responsibility of staff; 5. Improve the accountability system, increase the punishment to food security law.This article study food security and specific analysis, present situation and cause of the problem of food security in China from the perspective of the government's responsibility, and research in developed countries to fulfill their responsibility of government experience in food security, while perfecting the government are also made in the way of government responsibility for food security.
