Study On The Coordinated Development Of The Region Surrounding Beijing And Tianjin In Hebei

As the core area of Jing-Jin-Ji Metropolitan, the region surrounding Beijing and Tianjin is going up to a higher strategic position while the Development Plan of Jing-jin-ji Metropolitan will become national strategy. The region surrounding Beijing and coastal regions'economic development has become focuses of Jing-jin-ji Metropolitan.The region surrounding Beijing and Tianjin are close to Beijing and the ocean, they are the advantages, but the regions are not use them effectively .So that competition are more than cooperation between three regions. Regions surrounding Beijing and Tianjin can't play its whole advantages to develop itself . The regions'internal development has a serious imbalance. It has a big gap between regions surrounding Beijing and Tianjin and the other two areas. It's a difficult to have the three regions promoted the coordinated development. Regions surrounding Beijing and Tianjin are caught in a vicious circle about the future development.As a clue to coordinate with the development of Beijing and Tianjin ,this paper for the region around Beijing and Tianjin is try to talk the situation of regional problems . And put forward relevant proposals about regional development on the three main factors which in the urban system, transportation network, industry collaboration. It hopes to establish an urban system which can play the overall function of the region much better, to build a transport network which can shortented the cooperative distance of the three areas, to set up a platform which can promote industry collaboration of the three areas effectively. Then, they can jointly promote the rapid rise of regions surrounding Beijing and Tianjin. And make it fused with the Beijing-Tianjin in order to become a new economic growth pole and the modern urban group which is in the forefront of the economy, cultural, science and technology etc.On the Coordination of urban system , this paper builds"central the capital megalopolis"and"coastal megalopolis", and focus on"the sub-development areas"in the"central the capital megalopolis", that the 15 counties (districts) arounding the capital, they are the forefront's bridgeheads of Hebei who want into Beijing-Tianjin, the Sanhe City is the area which breaks indurstrial cooperation ice betwwen three areas. Also, it further adjustments the regional center cities'urban space layout, and emphasizes the important counties (cities) and towns'development. The urban system points out clearly the key development areas, inland and coastal areas'functional positioning, and highlighted the future development trend is to develop around Beijing and the coastal .According to the new spatial pattern, this paper constructs the rapid rail transportation network on the regions arounding Beijing and Tianjin. All of the network is composed of high-speed railways and intercity railways, whose structure is new, clear, strong applicability, and it connects effectively the inland with coastal areas, prefecture-level cities with the core cities, prefecture-level cities with prefecture-level cities, the coastal cities and the coastal cities. The line design is straight and convenient, which solves the problem that is lack of convenient and straight transportation lines between three areas for a long time. Meanwhile, upgrade the existing highways and ordinary railway, develop complementary with the rapid rail transit; And establish the modern urban public transport system taking the light rail (subway) as the leading. They will provide support network for Hebei mixing together with Beijing and Tianjin and the harmonious development of the three areas.As the regions arounding Beijing and Tianjin established the new spatial pattern, industrial layout should be adjusted following the change. According to the new regional spatial pattern, plan the regional industrial layout uniformly, which is aimed to effectively promote the coordinated development of the industry. The industrial relationship between regions surrounding Beijing and Tianjin and the Beijing-Tianjin is the dependence. The relationship determines the industrial cooperation is an important way and a prerequisite for industrial development of the regions arounding Beijing and Tianjin. To foster industry clusters as the basis for industrial cooperation, in accordance with the regional resources, and the near principle, establish industry clusters about traditional industries, high-tech industries, emerging port industry etc. three major industries, which made industrial parks as the main form. Through the gravity model, this paper found a breakthrough of industrial cooperation, is Sanhe City. Its comparative advantage in high-tech industry can be used, carrying on the migration of the relevant industries from Beijing. The city of Sanhe can develop'Branches economy', and create a industry cluster about high-tech industry. Finally, plan the industrial layout of the whole regions surrounding Beijing and Tianjin. Firstly, set up the modern service industry clusters in Langfang, and respectively plan the chemical industrial clusters, modern manufacturing clusters, the leisure and tourism zone according to coastal areas and the Central Capital Regions'different competitive industries. Then, rapidly promote three areas inter-regional industrial cooperation and the regions surrounding Beijing and Tianjin's economic development.
