Research On The Development Level Of Low-carbon Economy In Beijing-tianjin-hebei Region

The consumption of energy in Beijing-Tianjin-Hebei region ranks the forefront of the country. In 2012, the energy consumption of Beijing-Tianjin-Hebei region reached total 358.21 million tons of standard coal, accounted for about 12.06% of total energy consumption in China. The high energy consumption,high carbon emissions,irrational energy structure make relatively low level of low-carbon economy development of Beijing-Tianjin-Hebei region, and actively seek its own way to develop low-carbon economy is imminent. The Beijing-Tianjin-Hebei region is in the period of rapid development of industrialization and urbanization, energy supply and environmental pressure will become important factors which restrict the development of economy. To improve the efficiency of energy production, reduce emissions of carbon dioxide and improve the development level of low-carbon economy are inevitable choices to promote the economic.This paper defines the connotation of low-carbon economy by analyzing and comparing different views on the connotation, development models, evaluation methods and other related theories of low-carbon economy. On the basis of sustainable development theory, externality theory, resources and environment theories of low-carbon economy, it analyzes the energy consumption, carbon emissions situation, low-carbon economy development and low-carbon policy four aspects of the development of low-carbon economy of Beijing-Tianjin-Hebei region. It builds the low-carbon economy evaluation index system by referencing domestic and foreign experts and scholars’ research and combining the actual of Beijing-Tianjin-Hebei region. The system includes economic environment, the foundation of carbon sink, carbon emission reduction capacity and carbon emission level 4 secondary indexes and 17 tertiary indexes. This paper combines normative and empirical method and analyzes the data of 2005-2012 of Beijing-Tianjin-Hebei region by using the comprehensive evaluation method. The results show that low-carbon economy of Beijing-Tianjin-Hebei region has been developed, but the overall level needs to improve. It puts forward some suggestions to promote the region’s low-carbon economy. This article focuses on the low-carbon development of Beijing-Tianjin-Hebei region to analyze and evaluate, and builds a relatively complete index system of low-carbon economy development. It fills the gap of the low-carbon economy in Beijing-Tianjin-Hebei region, and has some reference for the coordinated development of low-carbon economy in Beijing-Tianjin-Hebei region.The main innovation of this paper is on the basis of Kaya formula to calculate the relevant data of the current situation of low-carbon economy in Beijing-Tianjin-Hebei region, it calculates the total energy consumption, energy consumption structure, energy efficiency and carbon emissions, carbon intensity, and provides the basis for energy structure optimization and total carbon emissions control.
