Urban Water Market Management And Reform Countermeasures Research

Water supply is the very important infrastructure which affects the development of economics and society and is closely related to the production and living. Government as the ultimate supplier of water is responsible for safeguarding the market order and providing fair, efficient and quality public services.Based on the research of existing management and operation system of water market in Zibo City, this paper analyzes the major contradictions and problems in water market of Zibo City. One hand, investigate and analyze the management model of foreign water market, Singapore, the United States and the United Kingdom's water market management as representatives. On the other hand, considering domestic management reform of water market, sum up five kinds of patterns. We conclude that the management and reform of water market as a systematic project needs overall planning and gradual progress. The government should establish and improve a strict supervisory system.In this paper, through the use of public management and public economics, we get conclusion that we should pursue the organic combination of public interest and economic benefits. After in-depth analysis of the root of the problems, contradictions and the useful insight at home and abroad, the water market reform of Zibo City should follow five principles and make the management and reform policy proposals.First, in order to realize the large-scale development and intensive management, we should resolve the disorderly market competition and reduce supply costs through the integration of water supply industry. Second, we should reform the enterprise property rights and attract the social capital, diversify the property rights and the investment. Also establish modern enterprise system and improve the corporate governance structure, so as to solve the problem of inadequate government input, and encourage enterprises to operate according to laws of the market and become competitive corporate entities. The most crucial is that the Government should establish and improve a strict supervisory system to achieve the interests of the public market. At the same time, form the price policy which is scientific and reasonable for water conservation through the reform of water price formation mechanism.
