With the development of social economy and the process acceleration of industrialization and urbanization, these various construction projects are bound to take possession of the land, especially the land in the suburb.As a result of the possessions, the cultivated land resources take on the tendency of decrease. But it is difficult to ensure the quality of cultivated land which still be supplemented, the whole quality of cultivated land continued to decline. In the process of rapid development in many areas, the relationship between the land and humankind become more severe.As the capital city of the Inner Mongolia autonomous region, the city of Hohhot, whose socio-economic developed fast over the past decade and land is needed in all aspects. The cultivated land is occupied by the constructions and it is reduced largely especially in the four districts of the city and the five counties of towns. After these facts, the analysis on the relationships between the protection of farmland and the economy development of regional comprehensive is accurate to provide a theoretical basis for planning the future land management and it is also has a certain practical significance for protection and management of cultivated land.What the paper research is by analyzing the cultivated land change and compare it with the statistics of economic development over the same period of 6 counties in Hohhot for the past 10 years. By using of some certain mathematical models to calculate the correlation to analyzese, and to explain the impact of the development of regional socio-economic changes effect on the land then trying to find the relationship between them. Take the Statistical Yearbook data of the changes to the land and economic data of Inner Mongolia in 2000-2008 changes as the basic statistics to analysis the correlation between the land change and the development of economic of four districts and five towns in Hohhot. The specific research steps in this paper are that:At the first through the compute on relative rate between the changes of land use and taking the location entropy method to study the regional characteristics of cultivated land use change, then by using of variable principal component analysis and cluster analysis to determine variables Hohhot economic development zones.Thirdly, with the gray analysis to analyze the variety of economic development areas of cultivated land change and economic development indicators of the relevance. The results and conclusions are the following:(1)The result of regional differences of cultivated land change research: form 2000 to 2008, the Hohhot area of cultivated land decreased from 596914.13 hm2 to 569487.30 hm2, the total reduction is 27426.83 hm2 in nine-year. The changes of cultivated land use reach 4.59% rate. The largest reduction of arable land is in Qingshuihe County and Wuchuan County. The cultivated land in Tumotezuo Banner and Tuoketuo County was an increasing trend respectively 1018.57 hm2 and 661.40 hm2.(2) The analysis result of economic development and change:By reading the GDP indicators form 2000 to 2008, the municipal GDP growth rate in four districts close to the city level reached 5.67. The largest GDP growth is Tuoketuo County, and the smallest is Qingshuihe County. Next, select the 15 indicators of economic developmente,on the city in the nine regional differences Qixian area, we can see the city's basic economic development area can be divided into three categories. The class A include the municipal four District, these Districts are the economic development growing fastest regions of Hohhot; The B class are Helingeer County, Tuoketuo County and Tumote zuo Banner, where the economic develops rapidly; The C class are Qingshuihe Countyand Wuchuan County, the economic development is relatively slowly in the area. The main reasons of these differences are natural environmental conditions and socio-economic development conditions.(3)Based on the cultivated land change and regional economic development-related analysis results:By using the gray correlation model and select the area of the cultivated land for the mother sequence y, principal components analysis identified eight major economic indicators for the sequence data, try to analysis the changes of the economy development indicators in economic development area and changes of farmland after that the writer study relationship between them. The results show us that:A class of cultivated land changes in the economic zones and the most relevant indicators of the economic development is industrial output per capita, followed by the urban population proportion of the total population, GDP, the average wage of workers, the local fiscal revenue, per capita net income of farmers and herdsmen, total retail sales of social consumer goods, the smallest is the total fixed asset investment; B class type of area economic development associated with changes in land greater economic development indicators are GDP, farmers and herdsmen per capita net income, total retail sales of social consumer goods and the level of urbanization; C category indicators of economic development indicators of cultivated land change greater are local fiscal income, per capita GDP and industrial output, retail sales of consumer goods.Conclusions based on the above analysis, this paper proposes the coordination of economic development and farmland protection strategies in order to achieve sustainable use of land resources in the process of economic development and provide a useful reference of food security policy for Hohhot. Strengthen the protection of farmland, to ensure dynamic balance of total cultivated land; transform the style of economic growth, use the land resources intensively; increase investment in agriculture, increasing farmers income; in the process of urbanization within the building should be fully tap the potential of urban land; farmland protection should be adapted to local conditions, targeted for different areas of farmland protection programs, and ensure the coordination of conservation and development forward.
