Land, capital and labor are three basic elements of agricultural production, the goal of agriculture is to maximize the output through the rational allocation of these three elements, which cultivated land resources configuration is especially the most important. Since China is an agricultural country, the development of agriculture is the foundation of the development of national economy. In that case, the efficiency of China’s cultivated land determines whether food production can meet the national growing demand. Given the non-renewable of cultivated land resources, rational and efficient use of cultivate land is an important basis for food security and national prosperity and stability.Hubei Province locates in the central region of China which gains access to both north and south China. Lying in the middle reaches of the Yangtze River and suitable latitude for agricultural production,it is known as the "breadbasket". But the average cultivated land resources per capita in Hubei is only 1.33 acres, which is lower than national average level, as an important grain-producing areas, the cultivated land production efficiency is worthy of further study.This paper uses data envelopment analysis to measure cultivated land production efficiency of Hubei on county level and analyses their spatial and temporal evolution. Then we excludes the impact of external environmental factors and random errors combined with a three-stage DEA method so that each unit is in the same economic environment and luck environment in order to measure the true efficiency of cultivated land use. According to the measurement results, we can conclude that:According to the first stage DEA model, cultivated land production efficiency in Hubei county unit is not high, and has a declining trend. Expansion of cultivated land use low efficiency and polarization are important causes of low utilization efficiency.Through the second stage DEA model we found that external environmental factors such as agriculture development level, dualistic economic structure, land area and education of labor significantly influence cultivated land use efficiency. After excluding these external factors and random error, we found that cultivated land use efficiency significantly improved of each area.The results of three-stage DEA model showed that there is input factors redundancy in Hubei cultivated land production, labor input redundancy situation is still not optimistic, especially in northeast Hubei and west Hubei, so we can conclude that conflicts between growing population and scarcity of land resources is still the most important issue while solving cultivated land utilization efficiency problems; Mechanical input redundancy was relatively optimistic; the amount of fertilizer input redundancy showed significant differences, five county units had their fertilizer input redundancy significantly higher than the provincial average; acreage redundancy is a result of the former three input redundancy, its promotion depends on the upgrading of the other three factors, so based on appropriate adjustment of the first three inputs and combined local conditions to arrange farming areas will be its optimal solution.Based on the above findings, we make the following recommendations to enhance Hubei county unit cultivated land use efficiency:(1)Release the rural surplus labor force in a targeted manner;(2) Optimize cultivation methods and fertilizer rationally(3)Carry out intensive land use and "intensive" mode of production according to local conditions.
