In recent years, China property market surge, housing prices continued to rise, while creating huge economic benefits, issues of lagging security function of housing market have been exposed gradually. The current housing problems have become the most popular livelihood topic in our urban cities, especially low-income housing difficulties, are the focuses of the whole society. However, besides the existing housing security system which focuses on low-rent housing and affordable housing, there are sandwich class who do not meet the requirements for budget homes, nor can they afford commercial housing. How to effectively solve the housing difficulties of the sandwich class is a new challenge to the city government. Public rental housing rise gradually and develop rapidly against this background. The reasonability of public rental housing rental price has become a critical factor on the success or failure of public rental housing system.Firstly, this article reviewed pricing of public rental housing, based on the foreign policy of public rental housing, drawing on standard pricing of public rental housing of some of the pilot cities. Based on theory, with the gray relational grade analysis (statistical methods) and multiple linear regression analysis (measurement method), this article studied the impact of factors of formation of urban public rental housing rent, using the empirical research to analysis the rental pricing model in country's 10 pilot cities, and derived for pricing module of public rental housing rent for low-income families. This module is implemented in Tianjin, and has been a reasonable rent price range. When proposing the public rental housing rent for low-income families, low-income families should be further breakdown based on family income. Rent level should be differentiated from needs and income levels in order to provide theoretical and empirical evidence for government's decision-making and finally raise a countermeasure on improving the standard-setting in urban cities in our country. Primarily explored the "seamless connections" among low-rent public housing, rental housing, affordable housing and price-fixed commercial housing price and build a housing security system to cover low-income and needy family comprehensively.
