Preliminary Exploration On Improving Shanghai Public Rental Housing Policy

In recent years，housing security issues have aroused lots of controversy. The gapbetween Affordable Housing and Low-rent Housing policies results in sandwich class’housing problem. There are many people do not be incorporated into the housingsecurity system. Solving ways of the sandwich class’ problem have been studied foryears. The Public-rental housing policy has solved the problem to a certain extent.Even though the Shanghai public rental policy has been settled in2010， it has begunto show some issues that worth concerned at the initial stage. How to locate thetargeted groups and set the rental price remains to be studied. These will affect theimplementation of the policy and these are keys of the formation of multi-level,multi-channel and systematic housing security system.Firstly， this paper reviewed some academic researches on public rental housing.Based on analysis of the development of affordable housing and low-rent housing andissues related this paper studied the forming background of public rental housingpolicy. In the elaboration and study on the Shanghai public rental housing policy，there are certain problems with rent and lease term，the favored group，operation andmanagement， the financing mode，etc.. After a simple rental pricing model analysisby using the method of piecewise function， one conclusion that layered rent modelwill make the policy more effectively. Otherwise，this paper describes the feasibilityof putting BOT financing mode into shanghai public rental housing policy. In the last part，several policy recommendations are proposed to promote shanghaipublic rental housing policy and they are all based on the study and research above.
