China ’s rapid development of the national economy is rare in the word. And it bringsChina’s urban population expansion and continuous rises of real estate price. So thelow-income family frequently came into our view in various large and medium-sized cityhousing difficulties. Although China has initially completed the housing security systemestablishment, there are a huge number of" sandwich class" people free in housing securitysystem,because of late start, the government limited resources, ensuring a narrow range.Therefore, public rental housing is a new measure to be born as our country government tosolve the housing problem of" sandwiched". And it is an important part of China’s futurehousing security system.This paper first gives a brief introduction to domestic public rental background whichleads to public rental rent pricing problem. The public rental housing related theory isdiscussed such as housing transition theory, social security theory, rent theory and the basicconcept of public rental housing. The public rental rent fees income targeted poor, pricinginterval not reasonable, without taking into account the market exit mechanism and subsidieshave made the analysis, and then a linear analysis of the macro factors (local GDP, localfinance income, the price of real estate, whole society fixed investment, real estate investmentand other five factors to influence city rent) is done making academic explanation of linearanalysis results. The author models and analyzes the rental price by15city statistical data andusing multiple regression analysis method. And on the basis of the above work the authorconsiders the domestic public rental housing policy to city rental pricing standards, public rental housing with rent object per capita disposable income and public rental housing policyshould reflect the withdrawal mechanism of public rental rent pricing principle constructionof public rental rent pricing model.Finally, the author elaborates the Xi’an city public rental housing development status andpolicy model, and puts2011Xi’an data into public rental rent model. If the2011constructionof public rental housing in Xi’an is put into use, it should receive the city’s average rent, andcorrects it according to the Xi’an city actual condition.
