Reserch On The Problem Of Compensation And Resettlement Of Land-Losing Farmers

During the "Twelfth Five Year Plan", with the rapid urbanization, land-losing farmers have become a special and huge group. To deal with the issue of compensation and resettlement for land-losing farmers will effectively support the process of the new urbanization in China, and also will have an important positive impact on the stability of the society.The paper selects the Zhifu District in Yantai City as the research object, based on the research on the Land-losing farmers resettlement compensation mode and successful experience, we have made a lot of field research and analysis on the the Land-losing farmers resettlement compensation in Zhifu district. The paper points out the Zhifu District have got the achievement on the reform of land expropriation system, land acquisition and resettlement and compensation for Landless Farmers’ social security.However, there are still the problems of low land requisition compensation standard, low housing relocation rate of land lost farmers, outstanding employment difficulties of land-losing farmers, and the lack of social security of landless peasants, and so on. The paper considers Zhifu District improve city farmers resettlement compensation work from five aspects:perfect the procedure of land expropriation compensation, establish different and marketizational land requisition compensation mechanism, strengthen the re-employment of the land-losing farmers guidance and support,establish the diversification of landless peasants compensation model, landless farmers resettlement compensation mechanism construction.In addition, in order to further improve the research, the paper should strengthen the study of the rights and interests of landless farmers and strengthen the reform of land requisition compensation system.
