Study On World Expo's Voluntary Actions In Shanghai

As a civilization, the World Expo has lasted over 150 years. The nature of the Expo has been changed gradually from being commercial to publicity, the latter of which is consistent with voluntary action's publicity. This is the fundamental reason for voluntary action's enter the modern Expo.The paper has adopted the theory of publicity, civil society and social capital.By studying the voluntary action of World Expo 2010 in Shanghai, I have found that it is rational for the government to allow volunteers' enter the Expo from an economic perspective. The value of being stable has always replaced the value of democratic participation,for"success"is considered as the highest political goal for the country in large-scale activities.From the perspective of publicity ,the value of order is always considered the most important or even the only dimension, while public participation,civil rights and other dimensions are always ignored.From the management perspective, the volunteers have been mobilized by both the government and society, and the social groups' participation is restricted by the authorities.By a comparative study, the experience of Aichi Expo 2005 in Japan, Zaragoza Expo in Spain and Expos in the United States shows that the government-led model can breed the independent growth of the social force. The Expo 2010 in Shanghai is mainly carried out by the government. This model has very strong capability,while its publicity is not satisfactory.The balance between the volunteering and government's mandatory remains the basic problem for the government,and the public service-oriented government is a possible way to alleviate the tension between this two.And this helps to improve the government-led model.From the perspective of social capital,the voluntary action in World Expo,which is the field of cooperation,dedication and interaction, helps the social capital in Shanghai increase.As long as the government upholds its publicity, and continues to provide space for volunteers and social orgnizations , social force can grow stronger and stronger.
