Hierarchical Design: A Sociological Analysis Of The Process Of Mobilization Of Huimin Project In China

China which is the only country to project approval in the world, since the beginning of 1994, in order to strengthen the State macro-control capability, implemented new tax sharing system. Central government control over the financial rights and local governments have to deal with local affairs, causing the serious shortage of investment in local public investment and people’s livelihood. Central government, in order to solve the bottleneck of local finance, implement the national policy and realize comprehensive, coordinated, sustainable development of economy and society and mobilize the enthusiasm of local governments at all levels finally, usually support the local government substantial financial capital in the form of special transfer payments.Due to the system-design is not perfect and dynamic adjustment of the China’s economic and social transformation as well as the national macro policy, project based also exposed some problems in operation process, such as Project Name Only, Overlapping projects, Project nesting, multipoint packaging, too much detailed, Rent-rent, asking for money going to department, local complement, Surplus funds and so on. In fact, some problems are quite serious, These problems animate author of introspection in system-design of project based and interest in project based.This paper study a rural drinking water safety project in a micro-example, taking the mobilization theory for clues, full use of sociology theory, political science theory, public administration theory, theory of regional economics and other disciplines, from reflection angle, use literature research, in-depth interviews, field research methods, study the project based by background analysis, reflection theory, definition of key concepts, issues, practice analysis and system innovation, trying to find problems during operation of the project and its source as well as development trends.This paper trying to find out dynamic mechanism of the operation within and outside of the government, as well as from the internal to the external. In this process, this paper analysised the internal operation of the government, the outside operation of the government based on project operation.This study focus mainly in three aspects:one is the project system works within the Government and also is the fourth chapter of the thesis, and proposed that in the bi- directional operation of the project of government systems, economic intersts, responsibility evaluation, political promotion, "a rent rent seeking" and "capital surplus" is the dynamic mechanism from the stata to local government, and an effective means of government internal mobilization. Secondly, chapter of fifth and sixth mainly analyzes the project in the process of village and household, through the basic of rural drinking water safety association, and with the means of "one thing one debate", policy advocacy, publish metting and the authoriarian, which should drive the project into villiages.Thirdly, chapiter of seventh and eighth discuss the future development directions. This part points out that China is in social transformation of "important strategy opportunities period", the nation elimination "system risk" through perfect top layer design, implement layered design, both inside and outside linkage, and upper and lower linkage, which could make the project following towards the development intention.This article bases on a unique perspective, which is an reflective perspective of integration, making hierarchical design theory into the proposed project, and hierarchical design to the project. This is an orderly and healthy trends of project operation, and an effective way of "Rule by Project". Moreover, it’s a new attempt of transform the project from specialization into institutionalization to adjustment the insufficient systems, which would play an important role in promoting the modernization of governance system and the governance capacity in our country.However,it is just a vain work if the system is not effectively carried out. And there is a long way to verify the projection system.
