In recent years with China's rapid economics growth, Logistics industry is facing unprecedented development opportunities. Distribution center as an important point in the logistics industry has an important role in the development of modern logistics. It greatly reduces the labor intensity of operations, the degree of loss of goods and distribution costs, and improves inventory turnover efficiency, the velocity of circulation of goods, and the logistics demands of the community satisfaction by loading and unloading goods, storing goods, sorting, packaging, distributions, and information processing.Logistics Capability is a key to restrict the service level in distribution center. It has very important significance on the operation and development of distribution center. The optimization of logistics capability can help arrange the allocation of resources, improve the efficiency and reduce the operating costs in distribution center.This paper optimizes the logistics capability by using the theory of TOC and simulation from the two aspects (elements of capacity, operational capacity) on the basis of analyzing the domestic and foreign scholars on the issue of logistics capability in distribution center. And the paper evaluates the logistics capability by using grey theory in distribution center.The paper is divided into six chapters, each chapter is as follows:Chapter 1:Introduction. The paper described the background of the subjects and the significance. And according to the research status at home and abroad, the current situation and development direction were explained. At last the main contents and technical routes of this paper were also introduced.Chapter 2:The basic theories of logistics capability in distribution center and TOC. Firstly the definition and function of distribution center were introduced. The composition and characteristics of logistics capability in distribution were also reviewed. And based on the views of Professor Ma Shihua, Logistics capabilities in distribution center were divided into elements of logistics capability and operational logistics capabilities. At last the development process, basic principles, methods and tools of TOC were explained.Chapter 3:Study on optimization of the logistics capability in distribution center. Firstly according to the analysis of the characteristics of logistics capability in distribution center, the paper identified the constraints of operational logistics capabilities by using TP in TOC. And it explored the nature problems of the logistics capabilities in distribution center by CRT and FRT in TP. It also transformed and lift the constraints by using anti-fogging method. Secondly according to the time-delay characteristics of timed Petri nets, the paper constructed the Petri net model of the work flow in distribution center based on analyzing the basic processes in distribution center. Then it gave the mapping rules from the basic structure of Petri net to Arena simulation module. Finally it optimized the example by Arena.Chapter 4:Evaluation model of logistics capability in distribution center. According to the principle of evaluation in distribution center, the paper established the evaluation index system of logistics capability in distribution center, and then it determined the weights of the evaluation indexes by using AHP.Chapter 5:Example application. Took distribution centers X as example, According to the forenamed optimization Method in chapter 3, this paper lifted the constraints of the operational logistics capability, and then lifted the elements of logistics capacity based on Petri net simulation. At last it evaluated and compared the logistics capability in distribution center before and after optimization by using the forenamed method in chapter 4 of grey evaluation of logistics capability in distribution center, then verified the effectiveness of the optimization method.Chapter 6:Conclusion. The main research work in this paper was summarized, And the innovation and the research trend for this paper was introduced.In general, there is something new in this paper as the following:1. Logistics capability in distribution center was divided into elements of logistics capability and operational logistics capabilities, and then this paper optimized them in different methods in TOC.2. According to the quantitative characteristics in the optimization of the elements of logistics capability, this paper established the model by using Petri net, and then optimized it by Arena.3. The evaluation indexes related to the elements of logistics capability were quantified according to the main output by Arena simulation in the evaluation of logistics Capability in distribution center, to some extent avoided the subjectivity in the evaluation process.
