Industrial Restructuring Analysis Of China's Petroleum Resource-based Cities

A Petroleum Resource-based City refers to the industrial city which takes the petroleum resources as the basis for building and developing the city and takes petroleum and gas extraction and processing as its leading Industries. There are more than 20 petroleum cities in China, of which about 2/3 have been in period of maturity and recession, the main restraining factors are highly dependent on its petroleum resources, the single industrial structure, the different interests between city and petroleum enterprises and high mixing on function. The research on industrial restructuring of petroleum Resource-based Cities has important realistic significance for maintaining the city health stability ,consolidating national strategic oil safety and developing the national economy .It's the strategic issue of keeping healthy development about economic and regional coordination and promoting comparatively well-off achievement.As theories about economics in cities and regional industrial structure and industrial life cycle of resources and sustainable development theory a starting point ,based on a scientific analysis of economic and social characteristics of the petroleum Resource-based city and a full analysis of the content of the Industrial Restructuring of oil cities, this paper puts forward the necessity of city industrial transition, according to the situation of Industrial Organization, of Industrial Development Phase and Industrial Competitiveness. At the same time, paper pointed out that the different benefit among groups which is an important factor in processing of Industrial Restructuring by game analysis. Combination of restructuring which has been successful in foreign countries, paper provides ways for industrial transition of the petroleum Resource-based city: in time proposed"the racing pattern""specialized middle school pattern""runs up the pattern"; in the industrial transformation in aspects pointed"the industry extends""the industry renews""the multi-dimensional industrial compound three modes",also put policy recommendations in government way, petroleum enterprises way ,and medium and small-sized enterprises way.In this paper, based on the basis of research results by their predecessors, this article explores from two innovative aspects approach problems in industrial restructuring of Resource-based Cities: first, in study angle, this article choose petroleum as researching key avoiding a common starting point for the coal city; second, this article has a try in researching way, does a quantitative analysis on different benefit between the city and petroleum enterprises in the processing of Industrial Restructuring by game analysis. The paper uses many research ways, but Because of my limited knowledge and lack of practical experience, there are a large of problems in study, for expel lacking of data availability and relevance, which will further refine and perfect for future studies.
