Research On Transition Mode Of Petroleum Resource-based Cities-Relying On Air Transport

The petroleum resource-based cities refers to the cities relying on petroleum resources, the cities whose leading industry is oil and gas exploration and processing industry. There are more than20petroleum city in China, of which about2/3are in the period of maturity and recession, the main restricted factors lie in the single industry structure, weak replace industry, serious environmental pollution, dispersion space layout of city. The average per capita GDP of mostly petroleum resource-based cities is higher than other cities, to petroleum resource-based cities with good airport condition, the paper puts forward the transition mode of petroleum resource-based cities by relying on air transport and developing industry of new and high technology, industry of high value-added, establishes the systematize dynamics model of relying on air transport of petroleum resource-based cities, and takes an example of Karamay.Based on the analysis of industry transformation necessity of petroleum resource-based cities, and the relationship between air transportation and industrial structure, the paper puts forward the transition mode of relying on air transport of petroleum resource-based cities. The paper demonstrates that petroleum resource-based cities should choose composite transformation model, and further puts forward continuous industry and substitute industry, lastly quantifies the transition mode by systematize dynamics method.The paper takes the typical petroleum resource-based city-Karamay as an example, quantitatively analyses industrial transformation mode driven by air transport and how to select continuous industry and substitute industry choice in Karamay. The paper simulates industrial transition policy driven by air transport by systematize dynamics model in Karamay, and provides the basis for Karamay.
