With the development of economy and the increase of power demand, urban network planning are facing some new challenges, which include the difficulty in getting grid construction sites, demolition costs, and the higher requirements for reliability and economic feasibility of power grid. In view of that urban power network is at the end of power grid, the original network planning mode can not fully meet current and future trends, it is time to consider a new network planning approach to solve the problems during the development of city power grid.Integrated resource planning is based on the planning method aiming at minimizing the total planning cost. It can make use of supply-side resources and demand-side resources in an effective, economic and reasonable way by demand forecasting, demand-side analysis, supply-side analysis, and optimization. And the method of integrated resource planning can make the total society cost least while maintaining the reliability level at a reasonable level. Integrated resource planning can effectively reduce the investment costs and electricity costs, can effectively deal with the future development of electricity demand and can reduce the environmental costs.According to the principles of security, reliability, economic feasibility, global optimization and coordination of interests, the goals of urban power network integrated resource planning approach are to ensure grid security and reliability, reduce electricity costs and enhance the energy conservation and emission resuction. Based on the demand forecast, the approach analyzes the cost of supply-side resources, including power substations and lines, and makes potential analysis and cost analysis of the demand side of the city grid resources. Several planning programs meeting the reliability requirements of power aystem are obtained by optimizing both the supply-side resources and demand-side resources, and the program with the minimum total society cost may be implemented.Case study of some high-tech area is used to describe the formation process of the urban power network integrated resource planning approach. The results of Case study show that compared with the original planning program, integrated resource planning can meet the power supply reliability, realize total social cost savings and bring about considerable reduction benefits.
