Study On Integrated Land-use Planning Adjustment Feasibility Evaluation System

The main purpose of integrated land-use planning is to carry out use regulation institution and guide the rational allocation of land resources.In fact,general land use planning as a long-term planning,in the process of implementing due to the many factors influence,led to disconnect between current planning and economic society.So need to adjust planning to improve the planning.Some areas since the planning implementation already many times to modify,the position has not been seriously of general land use planning.At present,planning adjustment approval only need through expert review,lack of a scientific evaluation system to evaluate the feasibility of planning adjustment.How to check planning adjustment program,evaluation planning adjustment necessity and rationality,why so much planning adjustment happened since the third round of land use planning implement,What factors lead to planning adjustment?All these problems need to in-depth analysis of the planning adjustment to explore a general method used to evaluate the planning adjustment.This paper for the purpose of based on builds planning adjustment feasibility evaluation system,provide operational analysis methods for the scheme of planning modification.Furthermore,it can also give the basis of theory and practice for the ongoing planning adjustment,the planning revision work in the future and make the policy for planning implementation and management.This paper from the planning adjustment reason,adjustment frequency and the remaining planning indicators analysis of the necessity;and analysis of the feasibility from parcel repeat adjustment proportion,planning adjustment dimension and layout.Jiangning as a case,which is located in south-central city of Nanjing;GDP is highest in each area."Twelfth Five-year Plan" period,Jiangning economic development to speed up,the industrial structure upgrade,led to discordant of planning,many have demand to adjustment planning.Jiangning carry out the five times planning adjustment totally between 2012 and 2015.In this paper,using the planning adjustment feasibility evaluation system evaluated case area.From the point of necessity about the five times planning modification of Jiangning district,the reason of planning modification agree with the policy requirement and the trend of regional development when the planning is compiling.In the sight of rationality,the rational score of all previous planning modification schemes are uneven.The planning still has space to optimize.On the basis of feasibility evaluation,this paper suggests that planning adjustment there are still problems.Including attaches great importance to the urban construction and the economic development rather than planning,the rationality of the planning adjustment program is not strong and planning adjustment management needs to be perfect.There are two reasons for planning changes:on the one hand,with the development of economy and society,planning is promoted to modify.On the other hand planning establishment and implementation problems and contradictions need to solve by adjustment.These problems include planning index decomposition is not in conformity with the actual,coordinate planning is difficult,planning review policy adjustments,some areas appeared planning review mechanization.This paper pointed out dealing with the interest relationship between governments at all levels,elevate the status of general land use planning,Strict planning adjustment approval system,Establish regulatory system which used for planning adjustment could maintain planning authority and give guide to the planning adjustment program preparation and approval.
