Methodological Research On Electric Power Planning Based On Least Cost Of The Whole Society

Up until now, our electric power planning still follows the planning ideas and methods that established in the period of planned economy which taken a certainty goal as the core factor. It does not meet the development of the power industry which is in the market-oriented reform. Research and analysis thoroughly, it is a very urgent task to put forward a set of new planning ideas and methods which accord with socialist market economy.In the current paper, after analyze the problems of the traditional electric power planning, the paper puts forward to use the method of integrated resource planning, and comprehensive consideration is given to various resources in the integrated resource planning. By efficient, economic and proper utilization of the resources on the supply side and demand side, it is possible to minimize the social total cost of the whole planning system under the condition that the energy service level remains unchanged. Implementation of such an approach is also demonstrated through a case study of Hainan electric power company.
