After the reform of the power system, the grid enterprises become self-financing economic entities The planning and construction of the power grid is an important part of enterprise, its task is to make rational power structure according to the plan of load and power supply growth, premise that the power grid construction and running costs minimal in the case of meeting people's normal life in production, delivering electrical energy to the load center economically, reliably, safely. Therefore, it is necessary to make integrated planning and optimization for the life cycle of all the related factors in order to realize the economic benefit maximization.Life Cycle Cost (LCC) management, comparing to traditional economy analysis technology, is a management idea which focus on item's long-term economy benefit and minimum running costs. At the same time, LCC makes projects'life cycle cost minimum if all things considered, such as programming, design, building, rebuild and discarding of equipment or system. Grid project with features like that:large initial investment, high long service time has broad prospects of application about LCC management.In view of the present situation and the development request of the electric power equipment investment decision-making process, this paper takes the plan in lOkV power grid of Liyang Urban for example, analysis the cost of transmission lines of various composition and characteristics, determines the estimated cost of transmission lines relationship on LCC, and amendments it, appliesthe methods and concepts of LCC to the power grid project planning and management, analysises and evaluates two options by a detailed evaluation of life cycle cost to determine the optimal solution. Provides detailed reference for the application of LCC in investment in the power grid construction and operation and maintenance, in order to achieve scientific, rational, comprehensive and objective evaluation, provide the basis for investment decisions.
