With the advance of urbanization process in China, a large mount of group-oriented leasing emerged in economically developed cities, which becomes the focus of public concern and raises the wider discussion. As a new problem during urban development process, research on group-oriented leasing is still in its early stages. Therefore, make targeted research on this issue and make recommendations has practical significance.Research ideas:This thesis takes game theory as research method, by analyzing the benefit-based relationship between local government and tenants of group-oriented leasing designed two game models of administration in early stage and in late stage and reaches Nash Equilibriums. Then, combine the Nash Equilibriums with practical requirement of social development to arrival at a solution that answers which strategy local government should choose in different stages of administrating of group-oriented leasing, which provides a theoretical basis of reasonable and effective governance in future.Core points:Group-oriented leasing is market formed product of urban development, essentially, is the performance of low income earners with housing problem. Confronted with this issue, local government should take a long view. In the early stage, they should choose the strategy which including rehousing programme. In the late stage, to safeguard the interests of tenants, local government should lower the struggling cost of tenants and increase the resisting income, meanwhile, the governmental supervision department should enlarge punishment strength for local government illegally rehousing.
