In the 1980s, a new round of urbanization occurred in Shanghai at the same time of reform and opening in China. A large mount of extraneous floating population flocked into cities and the number of this population had reached 6.6 million at the end of 2007 when our cities were getting bigger and bigger. In the last 20 years, floating population made great contributions to the lasting and stable developments of economics in Shanghai. However the problems of their housing were not solved for several years. With the fast speed of urbanization some new problems come into existence in the citizen society in Shanghai and group-oriented leasing is one of these problems.At the beginning of the latter half of 2006, different sides focused on group-oriented leasing when this problem was becoming more and more serious. In this essay, the largest commodity housing district of W nearby Inner-city Beltway is selected as the observation objects to analyze how group-oriented leasing happened. Apart from these details, why this problem is tackled so difficultly is explained in this essay.Group-oriented leasing is a product that floating population meets their demands for cheap housing through the market at the background of the increasing housing price in last years in Shanghai. The evidence of investigation proves that there is great benefits space in group-oriented leasing. In 2002, a system of occupancy permit as the core of a reform of household registration system was levied that the floating population that answered the demands would be treated as citizens in Shanghai. However, the ability of our government to supply public products was not enough to balance the management of citizens and unitizes. Under this case, the government of cities chose the policy of economical adoption and social rejection for these people who couldn't be adopted by the city. Floating population can not enjoy the cheap houses provided by our governments, therefore, group-oriented leasing is the best choice for them. The serious problem of group-oriented leasing in W community led to series governance by some departments at last. But the governance dominated by local government and the owners taking part in actively failed. The consequence indicates the problem of living of floating population has been the centre of attention in terms of group-oriented leasing. There are some ways to deal with the problem, however, they can not give a satisfied answer to the problem of group-oriented leasing. It means that we need new threads and long-acting machine processed and deep-seated revolution of machine processed to solve this problem.
