Research On The Urban And Rural Construction Land Spread Based On The Anti-planning Theory

As the accelerated development of social industrialization and urbanization,the contradicton between the tendency of non-agricultural and other land use is increasing.The land-use conficts between population,resources,environment and development have become increasingly prominent,particularly the high intensity of human activities and inappropriate land-use,which make the fragile urban ecological environment under great pressure.It is a difficult challenge the new round of land use planning needs to face that how to make a scientific and effective land use planning to guide urban and rural construction land spread and lay out reasonably,so that the land use planning can meet the social economic development and at the same time pay more attention to maintain land ecological security.Study area is located in the Three Gorges reservoir area, in which the overall land use strategy must always implement the state's strategy of protecting the ecological security of the Three Gorges Reservoir area.In the new round of land use planning,the most important questions that current land use planning needs to solve is how to deal with the relationship in macro-scale between the regional industrial development and the ecological barrier construction of the Three Gorges Reservoir area, between development and environmental protection.This study applies "anti-planning" theory to guide the spatial development of urban and rural construction land,and takes six main planning towns of Fengdu Counties in township(town) land use planning as the research object,established forward-looking ecological infrastructure(EI) in macro-scale through the approach of building up regional comprehensive ecological security pattern.This study simulated the spatial development pattern of urban and rural construction land under considering the control of ecological infrastructure and other social and economic factors,and then put forward strategies for region spatial development as the decision-making references in making spatial planning program of urban and rural construction land.The main conclusions are as follows:(1).Establish comprehensive ecological security pattern which consists of flood control security pattem,geological disaster protection security pattern,bio-protection security pattern,vernacular cultural heritage security pattern and recreation security pattern.And form high,medium and low security levels of ecological infrastructure(EI) which maintain region natural,biological and cultural landscape process continuity and integrity.(2) By the focus on the study case of main planning towns of Fengdu Counties to take "anti-planning" concept into spatial planning in urban and rural construction land,make a establishment of a truly rational framework for the development of urban and rural construction land.(3) Build study area's ecological infrastructure(EI) as follow:Take south of the mountain,west of forest and Yangtze River in region as an important ecosystem source,take other mountain,forest and reservoirs,pools,paddy fields near water as an important ecological plaques,build up biological conservation corridors,cultural heritage corridors and recreational corridors along the river systems,canals,rural roads and other linear elements,which form a continuous and integrated regional ecological infrastructure,clear the key landscape,spatial location and contact to landscape ecological processes of region.(4) The hilly-low mountain type urban should develop mainly with low security standard EI controls,auxilarily with the middle security standard EI controls,under the guidance of both two common.(5) The urban and rural construction land spatial development strategies are as follows:the great area of construction land study area can provide is 18915.66 hectares.which meets the urban and rural construction land scale of 1.71 million people.The priority development zones area which is most suitable for developing is 4601.66 hectares,concentrated surrounding the buid-up areas along the Yangtze River,is the main spread scope of urban and rural construction land during 2010-2030 year. The conditional development zones area which is medium appropriate to develop is 14314.00 hectares,laid outside the priority development zones,show band-like within the towns along the river,group-like in suburb. The restrict or prohibit development zones area which is low-suitable or unsuitable to develop is 34721.99 hectares,consisted of basic farmland,all low security standard El and part of middle security standard EI.The results of spatial planning not only meets the issued goal of the curren round of land use planning,also comply with the requirements put forward by land use in both social-economic development and ecological protection aspects.
