Research On The Village Domanin Of Land Use Planning Base On The Urban And Rural Harmonious Development

The general land use planning is the programmatic document for the urban and rural construction and the land management.The general land use planning of counties and townships as basic regulation is controlling the land use applications and carrying out of land use control.And the planning not only protects arable land,controls the scale of the land for construction,but also promotes intensive and economical use of land and improves the local economy development.However,the macro-management of existing general land use planning is hard to guide and regulate the micro-management of land use effectively with the development of society and economy.Hence,it is high time to take reasonable measures to land use planning in microscopic in different scales and ranges.Village which is the basic ownership unit of land is the performer of land use planning.Currently,there is a new demand in land use planning because of the new countryside construction and the urban and rural harmonious development. Therefore,it is important to do the research which is based on village-level land use planning and urban-rural dual structure breaking,and the implement of urban and rural harmonious development.And that is the requirement of adapting the new situation of land use and management,it is an useful attempt of improving the land use planning system and the system innovation and is an active exploration of promoting land transfer,the new countryside construction in our city and ensuring construction land in rural areas.Land is the basic resource to human beings,allocating land resources rationally in rural areas plays an important part in the new countryside construction.In other words,the rational allocation of land resources is the spatial distribution of land use which is the spatial combination form of land-use types,and rational layout of land use is the strategic options of alleviating the land-use conflicts and improving the efficiency of land use,and it is an important guarantee of sustainable development of land resources. Therefore,rational allocation of land use can maximize the effectiveness of the land use system in village domains;at the same time,land resources is reasonably arranged in time and space in the land use planning on village-level.This paper,taking the land use planning of villages which are called Douti,Jizhen,Hemu and Jintang in Beibei District as an example,studied spatial distribution of land use planning on the village-scale of urban and rural harmonious development.The main research contents and conclusions are as follows:(1) Analysis of land use spatial pattern on village-level of urban and rural harmonious developmentAt the moment of authorized as the pilot area of urban and rural harmonious development, quantitative analysis is carried out to study spatial pattern of land-use.The results show that:according to the land-use diversity index,the types of land use in study area are not complete and the disturbance of human interference is little;at the same time,land utilization rate is relatively high.According to the land-use structure,the centralization index of agricultural land is relatively high and arable land is the largest land-use types in the area which has strong advantages.The analysis results of land types combination indicates that the arable land & other agricultural land & woodland type is the majority kind in the study area.The spatial pattern of land use in study area shows that the agricultural inputs needs to be strengthen and deep-seated develop and utilize because of the lack of reserve resource.(2) Research on spatial distribution of land use planning on village-level based on urban and rural harmonious developmentOn the basis of present situation analysis of land-use spatial pattern on village-level,fully considered the influences which are caused by social economic development trends and the impact of the agricultural structure adjustment act on land-use change.And discussed the spatial layout of land use planning on village-level on the background of urban and rural harmonious development,that is,the development of industrial structure guides the optimization of land spatial layout in village domain.Examples show that the spatial configuration of the industrial structure is in favor of the adjustment of land use structure and spatial layout,which drives the economic development of regional and realizes the intensive and rational land use.At the same time,on the basis of the spatial distribution land-use research on village-level,flexible planning is introduced in the spatial layout of land use,and flexible development area of town construction associated with the reduction of rural construction land is set up which will increase the relative flexibility of spatial layout and corresponding control rules is used which plays a role in space replacement.(3) Research on benefit evaluation of land use planning on village-level based on urban and rural harmonious developmentTaking Land use degree which represents land use state and land use ecological benefits which represents land use result as a whole are studied,that is,the products and services provided by land-use are quantified in money form which is used in benefit evaluation of land use planning on village-level.The spatial layout is implemented according to the land use planning.The ecological service value of the study area increases from 14,830,062 yuan to 16,011,897 yuan which increases 7.97 percent in the following 5 years.It shows that land use spatial pattern considering the ecological sustainability is in favor of the achievement of sustainable development in local area,which provides a theoretical reference for the establishment of land-use planning.
