Research On Zhejiang's Economic And Social Development Index And Targets During The Period Of "12^th Five-year"

"12th five-year" is a Critical period to build a moderately prosperous society in all respects. A set of scientific and rigorous economic & social development index system, not only can weigh and monitor the condition of economic and social development scientifically in Zhejiang, but also discover major problems existed in the government service. Moreover, as the "baton" of government service, this index system guides cadres to carry out scientific development perspective thoroughly, sets up the correct achievements view, realizes economic and society to be comprehensively coordinated the sustainable development in Zhejiang Province.This study first around the connotation and evaluation of economic and social development, retrieval and screening related literature at home and abroad. Based on this, combining with our previous five-year plan, researcher constructs the index system of Zhejiang's economic and social development theories index during the "12th five-year" period. To enhance the evaluation index more scientific, reasonable and effective, researcher carries on the multiple real diagnoses to the theory target through expert meeting method, membership degree analysis and correlation analysis and judgment to discrimination method, and finally Forms the measure systems with 8 dimension and 25 targets. Indicator system through reliability and validity inspection, the effect is good.At the same time, the research gathers 12 years data of 25 targets, carries on the time series analysis by the SPSS 16.0 software package, carries on the economic and social index modeling separately, and forecasts the target values of Zhejiang economic and social index in 2015.According to general goals and target values, ensuring economic development fast and steady, people's life rich, ecological environment improvement, social harmony and stability, researcher ties to put forward some suggestions:The government should strengthen regional innovation, promoting economic development mode change; improve public services, promoting development achievements communal; develop social security, promoting economic and social harmony and stability; protect resource and environment, to construct green and low-carbon Zhejiang.
