The Construction And Empirical Analysis Of The Social And Economic Development Index System Of Gansu Province

Gansu Province is located in China’s economy western region,the economic development was relatively backward,which uncoordinated development in the province, in the economic existence three echelons.The first was Lanzhou area. The second was in Hexi region, and the other was the third echelon.In the past,under the guidance of the concept of the economic, economic growth ranking was pursuit as the province municipal administrative units ranking, focus on economic construction,which ignored environmental protection and other problems.In recent years, economic growth was rapid in Gansu, but other aspects were laged behind economic development,the current situation was gradually improving.Social development was an extensional concept, it included not only economic growth, but also education, health care, utilities and environmental protection, etc. In this paper, based on the research of scholars home and abroad, combined with the development of the latest consensus and common principles of index selection, according to the actual situation of Gansu, we set up a comprehensive evaluation index system of social and economic development,containing the economic aggregate,economic benefits and economic growth, social structure, educational level, the people’s livelihood, public utilities and environmental which had eight class indicators, which contains 35 small class indicators.Using entropy method to calculate the composite scores and rankings in 2009-2013, lanzhou ranked first, jiayuguan ranked second, jiuquan, jinchang ranks cross the third, fourth, other areas after the four city, the results showed that the social and economic development was also existing the phenomenon of three tier. Lanzhou was developed areas in social economy, existing industrial enterprises low cost margins and poor air quality problems; Hexi area was the of less developed region in social and economic development,existing road density was small, the computer penetration rate was not high, and poor air quality problems. Rest belongs to the third echelon, having more problems, but the priority was still the economic development, increasing GDP was the most important target in these areas. In view of the above empirical analysis,in this paper, we got the conclusion, the area index development level of the Gansu province was lower than national average level of development, the economic development and social development is uncoordinated in part of the region, regional decelopment differences exist and different regions have different development trends,low industry cincertration, many restricting factors and so on. Therefore, we put foword adjust mearsures to local conditions,strengthen the industral structure adjustment and other related proposals.
