Empirical Research On Technology Innovation And Economic Growth In Hebei Province

Human society of21th Century is the time which knowledge economy is the symbol. Technology indicates its huge effect on economic growth and social development increasingly. Technological innovation is still considered as determinant of economy increase and is proofed by economic growth of all countries in the world.With the rapid development of science and technology, economy in China has undergone earth-shaking changes and economic growth mode gradually from extensive to intensive. As an economic province, Hebei province around Beijing-Tianjin and near the Bohai Sea that occupy the superior geographical location,But the independent innovation ability level is not ideal.In recent years.although hebei province technology innovation activities received good results, there are still disjointing phenomenon between technology system and economic system, science and technology achievements did not translate into economic advantage. There is a big gap between Hebei provinces and the domestic advanced cities with low speed of science and technology progress and the shortage of high-level talent. While, technology innovation can change economy grows way. take the way that intensive changes, so it is the converter of economic growth mode. Then, how to use technology innovation to promote regional economic growth, accelerate the rapid economic development of Hebei province aroused widespread concern.March30,2011,the twenty-second Meeting of Eleventh National People’s Congress Standing Committee adopted "The progress of science and technology regulations in Hebei ",and implemented in June1,2011. In the base of carrying out the national science and technology progress law, the new revision of the regulations define science and technology policy related to the states and our province in the form of local rules and regulations, strengthen and perfect the enterprise independent innovation, science and technology resources integration investment, combining study, science and technology, and environment construction and technology cooperation, and other aspects of the law. It has the important meaning for promoting the development of economy into the orbit leading by science and technology innovation, accelerating transformation of the mode of economic development, improving the ability of independent innovation.From the stand point of regional technological innovation theory, this article takes Hebei province as research objective and refers to previous research results to do systematical and in depth theoretical research on correlation between technological innovation and economy growth. It also does case study of relationship and causality between technological innovation capability of Hebei Province and economy growth, by the model built based on the data collected from2000to2008. It turned out that,there is not strict causality between technological innovation capability of Hebei Province and economy growth.The degree on economic growth which technology innovation ability in hebei province had affected is only0.107,while,it is very clear that the economic growth boosting the technology innovation ability and the affection degree is8.853.This shows that the transmission mechanism between the technology innovation in our province and the real economy exists serious block at present.The current status and problems of technological innovation capability of Hebei Province is reviewed objectively by this article. On the premise of maintaining sustainable and continuous economy growth, the countermeasure suggestions of advancing technological innovation capability of Hebei Province are raised from aspects of macroscopic view and microcosmic view to realize economy growth mode to transfer from element and investment driven economy mode to innovation driven economy mode. This article is composed of introduction-theoretical general review-present situation-model built up-case study policy proposal-conclusion.It is a comprehensive discussion of the technological innovation ability of Hebei province and in hopes of providing reference for independent innovation strategy in Hebei province.
