There is an important period full of strategies and opportunities in the next five years in Hebei province,which has more opportunities than challenges.Drawing up the 12th five-year planning scientific will have very important significance.The index system and forecast are the core content of national economic and social development planning,which makes five-year planning has very important value of reference and decision for stressing character of new developing period of economic,coordinating the relation of social development and economic operation, inducing healthy development of economy and society, establishing the goal of new period and realizing the sustainable development of economy and society.Based on that,we put forward the research here,make systematic analysis to the 12th five-year planning index system and the major indexes,in order to get more accord with the objective reality of research results.Through the comparison between the 6th and the 11th five-year planning for index system in hebei province, the comparison about the 11th five-year planning index system between hebei province and the nation,the comparison about the 11th five-year planning index system between hebei province and related provinces,the summary about the 11th five-year planning index system in national thirty-one provinces.this article takes defect analysis to the current five-year planning,in order to provide the basis to the new index system.Through the design scheme, we choose ARMA model and linear regression in use to forecast the major expective indexes for the 12th five-year planning and evaluate the possibility for the forecasting result,in order to provide advices in future.
