As the most crucial economy growth pole in China's Industry Sector, industrial development zones' condition is closely related with the whole Nation's economy growth. But industrial development zones' growth was confronted of the contradictions between city land supply and land demand. This research made an attempt to find the solution to the problem of promoting the efficiency of development zones' land intensive utilization.This research redefined the concept of land intensive utilization of development zone, reviewed related theories and methodologies, raised an evaluation approach based on Data Envelopment Analysis (DEA), designed the work flow to evaluate the efficiency of land intensive utilization of development zones, conducted the evaluation of land intensive utilization efficiency of development zones, analyzed the factor which influenced the land utilization efficiency, advised some approach to rise the land utilization efficiency.In this research, the DEA model was employed in the ranking the sample develop zones according to intensive utilization efficiency, the Window Analysis Model was employed to analyze the panel data in order to make clear the efficiency change during research period, the Malmquist Total Factor Productivity (TFP) Index was employed to test the influence on land intensive utilization efficiency of development zone which caused by technology progress, the Principle Components Analysis approach was employed to find out the main causes which affected the utilization efficiency.The empirical study showed several results:Firstly, the performance of the sample development zones reflected that the land intensive utilization efficiency in Shanghai was at a low level (only 31.25% of development zones were effective). Secondly, the input scale of various materials was quite suitable and the reason for inefficiency was that there was waste in resource in the process of productivity. Thirdly, technology progress brought limited increase in TFP growth, as there were only 43.75% of development zones stepping forward. The main reason was that the efficiency index fell during the research period. Fourthly, the main reason which affected the land intensive utilization efficiency was the industrial structure, thus it is essential to cultivate dominant industrial in the future.The ultimate conclusion of this research was that the approach based on the DEA model which created in this research worked perfectly in the evaluation of land intensive utilization of development zones. It could not only analyze the sample's technology efficiency, shift of efficiency and the influence caused by technology progress, but also directed how to improve the efficiency. The model and approach raised in this research could be the reference to other similar researches or evaluations.
