The Study Of Land Intensive Use Efficiency Of Development Zones In Jiangsu Province

With the arrival of economic transition, a lot of problems of land intensive use also increasingly intensified, the scarcity of land as a production factor in the economic development of the indispensable role is more prominent. Jiangsu province as the eastern coastal province, which opened early and has a large scale economy, since 1984, the state council has decided to set up the first economic and technology development zone in Nantong, and has gone through from explore development to rapid development process. The scale expands unceasingly with the productivity continued to rise, but which also brings many problems, such as low productivity of land, irrational allocation of resources, low scale efficiency. From the long-term economic, the intensive land use of development zone, should be the reasonable land utilization layout, right amount production factors and reasonable structure, which makes land intensive use of development zone from quantity-type to quality-type, in addition, continuously improves the efficiency.The essay has four parts. The first part describes the background and research contents, reviews the home and abroad relevant dynamic study of intensive land use, and introduces the theoretical basis of this research and technical routes. The second part analyzes the factors which affect land intensive use and the dynamic mechanisms of land intensive use, and makes a specific introduction of the development Zone. In the third part of the essay, it establishes the efficiency calculation model of intensive land use efficiency, chooses the input and output factors, calculates efficiency value of 91 zones, and analyzes the land intensive use efficiency status of the 91 zones. In the fourth part, according to the data analysis, this study summarizes research results and proposes policy recommendations.Based on land intensive use status of the development zone in Jiangsu province, through establishing the DEA model, the efficiency value is calculated. This paper analyzes the efficiency value, and deduces the potential problems. The main conclusions are as follows:First, the pure technical efficiency is low, which is the main reason which leads to the low technical efficiency. Second, efficiency value has differences between different regions and levels, which drops from South, middle to North Jiangsu, and the national levels are higher than the provincial levels. Third, land intensive use of development zones in Jiangsu Province is at the stage of decreasing returns to scale, which means the input-output ratio mismatches. According to the research results, the following policy are proposed:First of all, to increase investment in science and technology, and improve pure technical efficiency; second, to improve land intensive use potential, and increase the zone returns to scale; last, to optimize the industrial structure and reduce costs (industrial costs).
