It has been a momentous issue that must be solved by our government that protecting people’s livelihood,safeguarding civil rights,concerning people’s interests, striving to solve the demands for all civilians’ basic inhabitation requirements and realizing the goal that everyone has his housing right. The Third Plenary Session had also brought up the very housing problem which our civilians care the most. The nation’s housing guarantee system has been basically built up which takes the low-rent housing system as a core element by our government at the present. However the phenomenon of paying much to construction but far less to the management of the its system has been prevailing in the processes of its implementation. This article has taken Changsha City Hunan Province as researching subject,adopted linking theory with practice as the method focusing in the investigation&analysis of the present state and follow-up management in the project of Changsha, given suggestions as well.The scale of the low-rent housing construction has expand progressively for the recent years, the project has won a great reputation and widespread acclaim from the public for the government which has improved the housing condition for the low-income groups deeply and profoundly.However the follow-up management has been so much far behind of the construction state with problems spreading. First of all, this article has presented the condition of low-rent housing and its general policy and analyzed its developing and management situation, summarized the ideas that the exit mechanism of low-rent housing with the scope of current policy, short in property management with deep conflicts. With the actual fact of far-behind Legal System Construction, limited financing channels and insufficiency intense, the sustainable development of low-rent housing in Changsha has been hold-up severely. Secondly, it has given the causes of 3 ways analyzing through government,property management and leaseholder views. Meanwhile it has put forward that perfecting dynamic supervision system, improving property service, building legal system and broadening up the channels of financing would improve the follow-up management gradually and make sure the sustainable development of the whole system on the basis of adjusting measures to local conditions, human-oriented thoughts and zero tolerance with the incorporation of advanced experiences from all over the country and current condition of the actual local.
