Research On Low-rent Housing Exit Mechanism In China

Low-rent housing system is an important part of the social security system of China, and itdetermines the perfection of it. Though not being established for a long time, it has solved manylow-incomes’ house security issues and plays a good role in the security of livelihood andstabilizing the society. However, the implementation of low-rent housing system has manyproblems and contradictions, such as housing resources, protection coverage, managementmechanisms and etc. Neglecting the low-rent housing exit mechanism makes an imbalancestatus as "pay more attention to enter, pay less attention to exit " and much unfair phenomenonappears as "someone who should enter can’t, someone who should exit don’t ". Therefore, howto build the perfect exit mechanism is the key of the construction of low-rent housing systemnow. Also it is the aim of this study.This paper analyses a number of theories about low-rent housing system and the exitmechanism comprehensively. It sums China central governments’ and local governments’policies and regulations up. On the basis of these analysis’s results, This paper has a initialresearch in the problems which exist in the low-rent housing exit mechanism. The results ofresearch show that there are many problems in the aspects of exit, such as the object’s degree ofidentity is low, lack of the legal system, dynamic control difficultly, local governments lackdriving force and so on. This paper sums up several lessons and inspirations which are good forimproving the construction of our exit mechanism through comparing with other countries’building experiences. The last, To the reality problems exist in our exit mechanism, this paperproposes that we can build low-rent housing exit mechanism from three aspects—the object ofprotection, the policy institution building and the supporting measures.We must realize that objects are important roles in exit mechanism, they should give fullplay to their initiative. So we should set some humane measures, for example let exit mechanismand rescue mechanism build together. At the same time, In order to make protection have arule-based, We need to make the policy institution building as a main direction to improve theexit mechanism. And it will form a regulatory approach eventually—government as a main,many departments and regions act together and the third-party agencies cooperate. On the basisof the above model, we should develop some humane incentive measures to form a housingsupply system and guide residents to achieve housing "gradient" consume. Next, this papersuggests that the way of security should mainly change to rental subsidies and decide which type of the subside should be provided according to their income level.
