The Research Of Entry And Exit Mechanism Of Low-Rent Housing System In Zhoushan

Since the late1990s, our country has formulated a series of policies and measures to impel the construction of indemnificatory housing, gradually formed a distinctive nuance and multi-form supply system centered on low-rent housing, economically affordable housing and public rental housing, and greatly improved the city of low-income residents’housing level. As an important product in housing security system, low-rent housing means that the government provides the houses for those who meet the standard of minimum living guarantee and have housing problems through rent subsidies or physical distribution, aiming to solve the housing problems of residents in extreme poverty. In2007, the government continued to call for much higher spending on the system and construction of low-rent housing, low-rent housing security has become the main policy for solving the housing problems of low-income families, which was warmly welcomed by the public. As this policy has not put into practice for a long time, all departments through our country mainly focus on expanding the scope of the security system. With the progress of the implementation, many management problems gradually exposed. The imperfect entry and exit mechanism of low-rent housing policy was specially criticized by the public. There is a large number of system construction work needs to follow up. Therefore, how to include the family in need into the low-rent housing system and perfect entry and exit mechanism of low-rent housing to achieve the equity at best have become momentous and urgent assignments to improve low-rent housing security system.From the angle of governance, this paper, focusing on analyzing entry and exit mechanism of low-rent housing in Zhoushan city, aims to seek referential value and provide advice and suggestions to perfect low-rent housing system by comparing domestic and overseas implementation experience of low-rent housing entry and exit mechanism. This paper is composed of five chapters. The first chapter is introduction, which brings in the research background and significance; The second chapter presents the concept and theoretical basis of low-rent housing entry and exit mechanisms; Chapter three analyzes the status quo of entry and exit mechanism of low-rent housing in Zhoushan city; Chapter four studies the implementation experience of low-rent housing entry and exit mechanism at home and abroad; Chapter five, as a focus of this paper, proposes solutions including strengthening government responsibility, improving the mechanism and increasing public participation efforts to the existing problems in low-rent housing entry and exit mechanism in Zhoushan city.
