Multi-subject Game In The Multiple Land Rules Practice

This paper uses Foucault's micro-power and Game Theory perspective to analysis power operation process and logic of land expropriation. This paper tries to restore the process of land expropriation event in narrative mode in land requisition. In the condition of the fuzzy collective land-rights,the author wants to find how multiple subjects use various strategies, technology and relations, revealing the structure, hidden meaning and contexts, and revealing the stereoscopic structure of transforming of West China.There were multiple subjects such as the peasants, the enterprise, the local government and land resource bureau of in the course of land acquisition.Local governments use action strategies as managing, buck-passing and coalesce.Also, in investment promotion, the local government associate with enterprises, calling " closely local cooperate ".Living on the harsh environment, the farmers emphasis on the symbolic land righe. Meanwhile, in the game with local governments, the disadvantaged farmers also use many strategies, such as the elite ally, incentive and penalty mechanisms in collective action, access to " problematic "and" legalization "and other mobilization strategies. They sought lawyers, the media and the neighboring villages'support, trying to maximize their power.In addition, on account of blurry in the national land institution, there are several rule changes affecting land elements:collective will, village cadres'decision-making, power of developers, grassroots government's will, coordination,national policies and the law. Each element can be selected through competitive rules of the land forces, leading the the event political. From the Geertz's "linguistic confusion ", this paper put forward the "rule confusion ", trying to summarize the "chaos rule" state of the game among multiple subjects.
