Technology innovation is the engine of economic growth and it also can improve the production efficiency.However,if the technology innovation itself lack efficiency,the impetus of the production efficiency will be accordingly weaken. Through the current situation of resource input from the technical innovation and the outcomes of the use of comprehensive study level of efficiency of technical innovation activities, the paper is conducive to an accurate understanding of the process of innovation and technological innovation in order to further improve the efficiency of technological innovation based on theoretical support. Meanwhile, through the measure of industrial technology innovation and evaluation, we are allowed to better understand and grasp the essence of creative activity and industrial law as well as concluding the experience and the main means of innovation systematically. At present, perspectives of industrial technology innovation efficiency measurement of innovation theory method are not mature, and the government relys on the status of empirical decision-making in formulating policies related industy, which lead to lack of scientific basis.Guangdong province is famous for its economic around the country and high-tech industry is to promote rapid economic growth in Guangdong.Based on definition of the high-tech industry and techology innovation's conception, this paper analyses the factors influencing the efficiency of technological innovation and the methods of evaluation,and focuses on the DEA method used to evaluate the feasiblity of the efficiency of technology innovation,which thus bulit a Guangdong technological innovation's efficience evaluation system from the two aspects of input and output.Then,trying to use the index systems and relevant statistical data of China Statistical Yearbook,combined with the theory of DEA methods,the paper has selected Archimedes infinitesimal C2R model based on inputs. While caculating technology innovation efficiency of thirty provinces throughout the country,the empirical results has showed that there exsited innovation inefficiency which three years'DEA value of Guangdong Province don't meet the designed results.In addition,this paper has taken further steps to analyse the causes of innovation inefficiency using the redundancy model.Finally,this paper also uses the model of"DEA-tobit Two Stage" to empirically analyse the environmental factors influencing the value of the innovation efficiency.In this way, this better solve the parameter estimates biased and inconsistence problem.In the end of the article, based on the empirical part of the analysis results for the efficiency of the Guangdong high-tech industry issues relevant technical innovation, the paper recommends that the government should first develope relevant policies, establish the high-tech industry development platform and at the same time, improve the personnel divert mechanism to avoid redundant personnel, finally, the paper recommends that Guangdong province should further improve the ability to promote transfering scientific and technological achievements into the market, enhancing the driving force of high-tech industry to the economy.
