Research On China's Textiles And Garments Trade Disputes In Post-Quota Era

At the end of "Textiles and Clothing Agreement"the textile and clothing trade will become subject to the general rules of the General Agreement on Tariffs and Trade from 1 January.2005. In fact, at the end of "Textiles and Clothing Agreement", Anti-dumping, Countervailing, Safeguard measures and Special safeguard measures which allowed by WTO rules and the various tariff and non-tariff barriers have made the world textile and apparel trade environment becoming increasingly complex. Textile and apparel trade has always been the focus of attention. Compared to the previous scholars, the article has studied the WTO-related content of agreement, combined with actual trade disputes, analysis the motivation behind the trade barriers. On this basis, proposed the implementation of strong, targeted advice.Chapter 2 discussed the evolution of textile and apparel trade rules. And the present stage of China's textile and apparel trade environment. Chapter 3, through the un-comtrade, WTO website data query, described the import and export of textiles and clothing in China, and various trade restrictions. Chapter 4 analyzed driving forces of the trade barriers and then analyzed the impact. Chapter 5 is based on the above gives some policy recommendations.This article maintains that, Due to the irrational industrial structure in China, part of the capacity expansion, China's textile and apparel exports to the developed and developing countries have caused a great impact. Therefore, our government should formulate relevant policies to guide the direction of industrial upgrading, improve product quality, and improve corporate social responsibility. Meanwhile, voluntary export quotas, different export tax rebate rate and other measures to regulate the export of textile and garment enterprises in China and ease the impact on the world market, China's textile and apparel safeguard the long-term healthy growth.
