The development of productive forces and production relations in rural business model put forward higher requirements for land appropriate scale rural management system has become in the future direction of development and economic reform. Large-scale land management is the inevitable trend of modern agricultural development and the objective requirements. The current land system has restricted the agricultural development of China as a key factor. Agricultural innovation system, optimizing agricultural land resources, promote the transfer of rural land to accelerate the transfer of rural surplus labor force, weakening the dependence of farmers on the land, promoting large-scale agriculture, industrial management is of great significance.In this paper, Shouguang, for example, land transfer on the current situation in Shouguang objective detailed analysis, summed up the experience, identify the existing problems and shortcomings, the corresponding countermeasures. Thesis first chapter introduces the background of writing, the purpose of significance, research status and papers innovation and deficiencies. Through these practices, increase income of farmers, promoting agricultural appropriate scale to address the large market of small production and the contradictions, to speed up the process of urbanization. The third chapter analyzes the flow of Shouguang City, the motivation of rural land.
