| Seeds are not only the base for plant industry, but also are essential for the development of modern agriculture. In 2000, Chinese government promulgated and implemented" Law of Seed of People's Republic of China", which marked the developmental stage of marketization of seminal industry in China. At present, the seminal industry of China is in its transitional period and market mechanism has already become the means of the allocation of resources. As the main players in market competition, enterprises participate in the market competition according to the principle of the survival of the fitted. The competition among good strains of seeds will directly affect the increase of agricultural production and farmers'income. How can Chinese seminal industry accelerates its system innovation, raises the management level, sets foot in international market and makes national seminal industry bigger and stronger have attracted extensive attention.This thesis summarizes the development course, current situation and problem of seminal industry of our country on the basis of some relevant theories home and abroad, makes in-depth investigation and study from the aspects such as, seeds breeding, manufacturing, marketing, management and the current condition and existing problems,and puts forwards some corresponding countermeasures for seed production, management and cultivar development in Liaoning Province, which provides scientific and feasible suggestions and political references for decision-making for the further perfection, advancement and innovation of seminal industry in Liaoning, as well as promoting agricultural production, farmers'income and the international competitiveness. There are seven parts in this thesis all together. The first part introduces the aim, significance of this thesis and its effects on agriculture, as well as the development tendency and the state of study for seminal industry home and abroad. The second part explains the definition of the industry system, the agricultural industry system and the seed industry system, as well as their contents and features. The third part presents the present situation of the development of seed industry at home and abroad, for example, the current situation, characteristics and development model of foreign seed industry, the history, scale, profitability, research situation, form of business enterprise and the state of operation of major corporations. In the forth part, it looks back the developmental process of seminal industry in Liaoning Province and introduces the development situation of the seminal industry system. It analyzes market features, research situation, manufacturing status, business situation, thoroughbred promotion area and the condition of seeds administration. The fifth part studies the development patterns of seminal industry both in Liaoning and foreign countries from the aspects of industry chain, sales model, the aims and objectives of enterprises, and development way. Next part analyzes the existing problem of seed industry in Liaoning. The major ones are inadequate investment on scientific research breeding, weak variety innovation capability on variety; base infrastructure seed is poor, fine variety and proper law don't match; the development of industrial structure is not balanced; seed security system is not strong, the level of socialized service is not high; law enforcement funds are not implemented and lags behind; enterprise restructuring need to go further, system innovation is urgent; entrepreneur talent is scarce. The main focus is the reason for weak innovation ability of variety in Liaoning Province. The last part puts forward the strategies for seed industry system development in Liaoning. To optimize the industrial development environment, to implement active political support for industry, to elevate innovation ability on seed technology, to improve the core competitive power of enterprise, to implement strategic layout for seeds base and to plan the idea of silicon valley of the seed industry in Liaoning are the strategies.This thesis draws such a conclusion:Through the commercialized development over years, economic system of marketing is gradually improved. The comprehensive application of policy, marketing, economy and law has created a good economic and social environment for the marketization of seed industry system.Though the affinity of seed industry in Liaoning is not high, the competition is rather fierce. Seed enterprises are developing according to the marketization so as to seek their own development space. By setting up their own scientific research institution or cooperate with state-owned research institutions and put capital injection to state-owned research institutions, seed enterprises are dabbling in variety breeding link. Seed enterprises begin to polarize. Integration business of breeding, reproduction, generalization" and" production, study, research" is gradually forming. This study puts forward that the development of seed industry system in Liaoning should be established in reform. This mainly contains three aspects. Firstly, encouraging and supporting the reform of corporations by integration, reorganization and merger in order to make grouping and chain development and improve the integration of large-scale enterprise to seed industry; secondly, changing the current research situation of breeding so as to transform the seed enterprises to the main body of the subject structure of breeding research and set up regional commercial breeding institution; thirdly, entirely achieving the market reform of governmental behavior, revolutionizing the existing restrain of law and regulations which can not adapt to market development of seed industry, allowing full play to seed enterprises as the main operators and providing satisfying market economic environment for them. Thus, government should give essential supplement and support; and seed enterprises should form rational orientation, do well in reform and innovation, and form reasonable market environment for seminal industry in Liaoning. |
