Development Strategies Of Seed Industry In Taizhou City, Zhejiang Province, China

At present, the city has focused on five seed companies. There are more than 500 activitity sites and more than 1000 industry professionals engaged in seed production and management, Total sales of seed industry is 1800 million, the seed enterprise has become one of the leading enterprises in agricultural economy. Different constitute parterns of seed companies constitutes such as nation-owned, joint venture and individual ownership, are coexisted. Diversification and complication of seed seed production, operation and of market behavior are formed.With the development of market economy, entering of WTO, and reform of seed managing system the seed industries in Taizhou faced strict challenges. For catching the chances and accepting challenge it is proposed that development strategy and measures of Taizhou seed industries based on the analysis of current situations and problems. The main results are described as following:In order to increase breeding efficient of crops, the only way is depending on the scientific and technological progresses. In the present we should combine the traditional techniques with bio-techniques and employ transformation of breeding technology and enhance the comprehensive production ability and market challenge ability of seeds. The traditional models of industry development should be overcome and the new types of enterprises for seeds should be encouraged. The new types of enterprises increase investments in breeding and select more new varieties. In that case the seed industries in Taizhou could contain more scientific and technological contents and develop the characteristic enterprises with local advances.As to inovation of working mechanism in the enterprises we suggested that modern and advanced systems of enterprises and trading management should be introduced into the seed industries. According to working model of market economy, the resource and capitals should be recombined so that the system for modern seed enterprises and trading will enhance the competition ablity in seed market. Meanwhile various seed companies should be encouraged to co-operate in all aspects in order to promote the development of seed industries with large scale and group.For the management of seed industries, it is suggested that the complete management system should be scientifically established, which is suitable for internationalization and market economy. The task of current official management agencies will be changed into serving enterprises and supplying the environment, which is helpful for fair competition and cooperation among various enterprises and for durable and healthful development.In summary it is suggested that one new type of system for seed industries would be established with compatible function, flexible working and strong strengthen and interlocal competition, also suitable for modern agricultural and rural economics development with area characteristic.
