The integration course of Ningbo Port and Zhoushan Port have experienced for several years from its beginning to implementing. During this course, Ningbo Port is strengthening its power and Zhoushan Port is taking advantage of the potential, furthermore, Zhejiang Province is advancing the shipping service and developing the logistics. How to perfect this course and maximize the benefit becomes a hot topic in the shipping community. However, there are so many ways that should work together to make the integration excellent and prove the port's comprehensive competitive power. And I choose one point to have a study, which is administrative system of the port.This thesis starts with the integration course of Ningbo—Zhoushan Port, and analyzes the restrict factors, then lead to the necessity of administrative system's innovation. In the next step, a new administrative mode is discussed, on the basis of domestic administrative system innovation and external experiences. And then, literature method and statistics are used to analyze the essential factors of the development of the port's comprehensive competitive power, and make a conclusion that the integration between two ports is the general trend, so innovation of the administrative system is necessary, ideas and specific goal and methods are discussed at the end. I hope this thesis should provide another train of thought to the development of Ningbo—Zhoushan Port.
