With the competition has become more and more drastically,corporations focus much more on the core business than ever before. Developed with today's social labor division as well as information science and technology, Human resources outsourcing is the trend in the future.The professional agencies provide outsourcing services with their hardware,capital,network,personnel and many other advantages, and finally take the scale benefit. For the furiously external competition and internal resource limitations, human resources management capacity can not fulfill the need of the small and medium-sized companies. In this case, human resource management outsourcing is just an effective method.Human resource management outsourcing provides sustainable competitive advantage to promote the enhancement of core competitiveness of enterprises.In this paper, we study the whole process and the risk avoidance of human resource management outsourcing. Firstly, we summarize and review the theory and literature of human resource management outsourcing.And then, on the basis of the concept of the small and medium-sized companies, human resource management problems, we analyzes the advantages and feasibility of outsourcing; Again, we elaborate analysis the entire implementation process of the human resource management outsourcing. Finally, we discuss the risks of outsourcing and risk avoidance. This paper aims to give some recommendations and implementation reference of human resource management to the small and medium-sized companies.
