Under the background of economic globalization and the rapid development of scienceand technology, the progressive shortening of product life cycle and the speeding up of theadjustment of industrial structure make the enterprises facing fierce competition. Theenterprises must make full use of the limited internal resources to retain the most competitivebusiness in order to achieve greater competitive advantage.The small and medium-sized enterprises are the major force in promoting China’seconomic development. But the backward mode of human resources management has becomethe bottleneck of its development. Human resource management outsourcing is a new humanresources management mode to give full play to the enterprises’ core competitiveness to wincompetitive advantage. However, outsourcing is a double-edged sword. That means it bringsbenefit and competitiveness to enterprises, meanwhile it is containing huge risk. We have toresearch the risk of human resource management outsourcing carefully and cope strategy.From the domestic and foreign research experience, firstly the paper makes relativelyin-depth research on human resource management outsourcing theory, including the meaning,content and theoretical basis of human resource management outsourcing. Secondly,according to illustration of human resources management and the function of human resourcemanagement outsourcing, it discusses the necessity of the implementation of outsourcing insmall and medium-sized enterprises. Thirdly, it analyzes the achievements and the existingproblems of human resource management outsourcing of China’s small and medium-sizedenterprises and illustrates the current situation of its development. Finally, studying on theprocess, risk and corresponding avoidance strategy of various links,it provides guidance forsmall and medium-sized enterprises to effectively implement human resource managementoutsourcing and then enhances the core competitiveness of small and medium-sizedenterprises in china.
