The characteristics of small and medium-sized enterprises due to its small size and less money, it is relatively appropriate to adopt the new way of human resource management.Human resource management outsourcing is one of them. It can make its optimized from the aspects of operating costs and human service specialization. Human resource management outsourcing, however, also has certain risk, and this is decided by various reasons: first,human resource management outsourcing services in China’s development time is shorter,belong to the early stage, so that the whole industry is not very mature; Second, the need for human resource management outsourcing enterprise’s internal and external environment also is uncertain, it also increases the risk of human resource management outsourcing; Again,human resource management outsourcing is a continuous process of complex each link needs to cooperate with the outsourcer and confirm that there are many potential risks. If there are no preventive measures, the encounter risk and then not only cannot achieve the purpose of human resource management outsourcing, but also can make the enterprise to produce a certain loss.
