In the strategic perspective of human resources management human resources management in our country has become a dilemma: on the one hand, the human resources department is difficult to rise to strategic height for enterprise to bring the obvious value; on the one hand, these departments have to exist. Such circumstance is more apparent in small and medium-sized enterprises of China. human resource outsourcing as a problem prescription medicine, are receiving more and more the favour of the enterprise. More and more enterprises will through human resource outsourcing ascend their human resource management strategic value.With documents method, regression analysis method, fuzzy comprehensive evaluation method, the relevant methods this thesis studied the whole process of human resource outsourcing in China's small and medium-sized enterprises. At first,after studied the hr outsourcing in more than 100 papers, the author combes the hr outsourcing the research situation, expounds the basic knowledge of hr outsourcing and basic theory, and points out the development of the research framework and the significance of this research.Then based on the actual characteristics of small and medium-sized enterprises, this paper points out that the limited resources, business purpose, all kinds of benefits that the human resources can bring to small and medium-sized enterprises enterprise are the reasons why small and medium-sized enterprise should outsource human resources management, and illustrates these hr outsourcing can really bring benefit to small and medium-sized enterprises .Then the hr outsourcing degree is studied.this paper points out that in the ideal condition small and medium-sized enterprises should get all the human resources management outsourced. but beause of the outsourcing risks, a large part of the enterprise chose parts outsourcing. As for how to choose the outsourcing content, the author proposes a new method---based on enterprise regionality and enterprise features in the summary of research achievements and briefly introduces fuzzy evaluation method in how to choose hr outsourcing content .At last ,based on the principal-agent theory, this paper studies the contract relationship between enterprise and hr outsourcing agency, ant points out the enterprise should combine fixed and infixed spending way to constraints and incentives agency to achieve and hr outsourcing business win-win condition.
