Strategic management was initially used in private organization management,later as the strategic theory was developed ,It was widely used in practice aspect ,some public organization also began to research strategy management. Therefore the importance of strategy management was recognized by the public department by the influence of the demonstration of private corporations.Combining administrative organization structure adjustment and strategic management is the new strategic thinking mode.Administration organization is an important mean which can operate the strategy management smoothly. Strategy can influence the organization structure, which means different organizational Strategies need different organization structure. Therefore, many aspects such as strategy formulation, strategy implementation, strategy assessment and reforming strategy need to be considered when the structure of administrative organization was adjusted.On the basis of analyzing the management of administrative organization structure and the theory study of practical usage of organization structure, the article researched the relationship of these two theories.Administrative organization structure 's rigidity can lead to the limitation of making strategy; the lack of administrative organization structure department may cause asymmetry information when implement the strategy was implemented; undefined boundary of responsibility in administrative organization also can cause difficulties in assessment; the inertia of administrative organization structure will make the reform difficult. In order to optimize the administrative organization structure, the structure design must meet the need of strategy plan. Management department also must be founded to overcome the information asymmetry which accrued in the implementation and every departments'responsibility must be defined to adjust the structure of the assessment system. Furthermore, strategy's reform needs to overcome the resistance of the structure. These solutions can optimize the structure of administrative organization and insure the management of administrative organization strategy to be operated smoothly and finally increase the efficiency of the organization.
