Research Of Urban Endowment Insurance System Reform In Shijiazhuang City

Today, aging problem increase seriously, people pay more attentions To pension problems. How to perfect insurance system and resolve the problem of endowment issues is the most important component of social security work.In This paper, Shijiazhuang City is selected as the research object. the endowment insurance system of the governments and institutions has many problems such as its narrow coverage and heavy financial burden. Both The urban workers and rural citizens can hardly benefit from the current endowment insurance system because of its low level and low coverage. Secondly, on the basis of the analysis above, some countermeasures are given to resolve these problems and provide some kind of references for the construction of the endowment insurance system in other cities. Thirdly, the goal of reforming the endowment insurance system in Shijiazhuang is also introduced——as the development of the integration of urban and rural areas, a universal endowment insurance system will be constructed finally to benefit all of the people.The author hopes that it is to realize the integrate endowment insurance system for the staff in cities and towns which contains civil servants' pension insurance and Towner basic endowment insurance by informing endowment insurance system of public institution and enterprise staff pension insurance and setting up and completing the Towner endowment in Shijiazhuang. This is vertical management system and can be converted smoothly in the different regime under the national unified accumulation and it is the perfect endowment insurance system for the whole civil. Meanwhile the author also accepts that this system not only takes the theory exploration for the Towner endowment insurance in Shijiazhuang, but also satisfies the residents' multilevel and multiform demands to solve the existing insurance contradictory on supplying and demanding.
