Research On The Realization Route Of Urban-rural Integration Of Pension Insurance System Of China

Urban-rural integration of pension insurance is the important part ofurban-rural integration of social insurance in China. The system ofurban-rural dual structure leads to the division of society security system. Theaim of urban-rural integration of pension insurance is set a unified system.Local government lead to reform and form different patterns which combinedwith the characteristics about economic、society and culture. These patternsare divided into three parts: the merger pattern、the ladder pattern and theintegrate pattern. However, with the development of the patterns, thedifference of pension insurance between the cities will apparent, which willcost us much more to realize the urban-rural integration. Hence, the system ofurban-rural integration should fit the characteristics of the local, and willcombine with consistency and difference by setting a multi-level and gradienttype platform of pension insurance. It will suit to characteristics about thecities while avoid policy fragmentation. Based on this, we will realize theurban-rural integration of pension insurance. Throughcombing the main content of the patterns, summarize advantages anddisadvantages, similarities and differences, and the development of patterns.Basic on this, provide the practice experience to urban-rural Integration of pension insurance.The paper combines the qualitative analysis and quantitative analysis,and analysis the relationship between different subjects in the process ofurban-rural Integration of pension insurance. In the process of integration,Government led the pension insurance, and the relationship of all levels ofgovernment, social organizations and individuals, will change. The paperanalyzes the relationship and the change between different subjects.
